The Edimax BR-6504n is an inexpensive draft 11n router with a solid routing section and 2.4 GHz draft 11n AP.

The manual QoS can set max or guaranteed bandwidth for ranges of ports. It supports both up and download directions and can be applied to ranges of client IP addresses.
This example shows a 1 Mbps maximum limit for all ports in the download direction.
